Adds a new docs page under Streaming SQL & Table Concepts explaining how to
correctly read a Flink changelog stream ({{{}RowKind{}}}, changelog modes, and
the primary-key-or-not consumer algorithm), with worked examples for keyed and
keyless streams, partition-distribution behavior, and common pitfalls.
We've seen multiple times the discussion about what is a valid changelog and
what is not and by now we have a common understand of how we process our
internal changelog. This place should consolidate it so it can be used as a
reference by any consumer, connector, client, PTF developer etc
