FLINK-39477 introduced the concept of {{AGENTS.md}} in the Flink repository,
and FLINK-40625 introduced it for the Flink Kafka connector along with a PR
template AI-disclosure section. We need the same for the Flink MongoDB
connector, which currently has neither an {{AGENTS.md}} nor a
{{.github/PULL_REQUEST_TEMPLATE.md}}. That's especially important looking at
how many PRs are being created with the use of AI tooling.
