## What is the purpose of the change
The state processor api currently uses a mock runtime env with a hardcoded
64mb managed memory.This PR changes the operator implementations to directly
use what we get from the task to allow users to configure this.
## Brief change log
- Remove SavepointTaskManagerRuntimeInfo
- Replace custom IO and memory manager from the one that comes from the
streaming runtime context
- New tests
## Verifying this change
Unit tests have been added and new logic has been manually verified on
cluster envs.
