Description: The apache/flink-benchmarks repository has no PR template. As
part of FLINK-40749, add .github/PULL_REQUEST_TEMPLATE.md on master with
concise prompts for purpose, affected benchmarks, verification, and relevant
benchmark results and execution context, plus current Flink AI disclosure.
