Backport of https://github.com/apache/flink-connector-jdbc/pull/232 (9581669), which went to `main` but not to `v4.1`. Flink 2.3 rejects an upsert whose key differs from the sink's primary key unless the `INSERT` has an `ON CONFLICT` clause. The sink and catalog ITCases add `ON CONFLICT DO DEDUPLICATE` on 2.3 and later, and push CI gains a 2.3.0 leg. Last occurrence on `v4.1`: https://github.com/apache/flink-connector-jdbc/actions/runs/35779813059/job/106922160499 (`compile_and_test (2.3.0, v4.1) / compile_and_test (17)`).
