Description:
Adds the PARSE_XML and TRY_PARSE_XML functions as described in
[FLIP-612.|https://cwiki.apache.org/confluence/spaces/FLINK/pages/451974259/FLIP-612+Native+XML+Functions+for+Flink+SQL]
They parse an XML string into a VARIANT, and force_array keeps the structure
the same across documents. PARSE_XML fails for invalid XML, TRY_PARSE_XML
returns NULL instead. See the FLIP for the mapping.
This also adds Table API and PyFlink support.
