   Backport of https://github.com/apache/flink/pull/28634 (a053de2138e), which 
went to master but not to this branch.
   
   `StatefulWindowFunction.close()` asserts that `apply()` ran, but GENERATE 
and MIGRATE use a non-draining cancel-with-savepoint, so `close()` can run 
before `apply()`. The failed assertion kills the shared MiniCluster's only 
TaskManager, so the restore step fails with `NoResourceAvailableException` and 
later parameterizations fail or hang. The assertion now only runs in RESTORE 
mode.
   
   Last occurrence on this branch in the nightly of 2026-09-24,

   The Azure log of the 2026-09-18 nightly on this branch shows the TaskManager 
failing on `Apply was never called.` before the timeout:

   Locally the base commit did not fail in 300 runs, with the default or the
