Backport of https://github.com/apache/flink/pull/28921 (e095557d5db), which went to master but not to this branch. `PythonEnvUtils.startPythonProcess` treats a process that is no longer alive right after `start()` as a failed start, even when it already exited with 0. The test's script only writes one file, so on a busy machine it can finish before that check. The fix makes `PythonEnvUtils` fail only on a non-zero exit.
