   Backport of #29386, which is approved but not merged on master yet.
   
   `getRunningFetcher()` has the same `isEmpty()`-then-`next()` race on 
release-1.20, so `addSplits()` can fail with `NoSuchElementException` when a 
fetcher removes itself in between.
   
   The only difference is that the test method is `public`, since this test 
class is still JUnit 4 on release-1.20.
   
   `testGetRunningFetcherSurvivesFetcherRemovalInToctouWindow` fails without 
the fix, with the ticket's `NoSuchElementException`, and passes with it on JDK 
8 and 11. `SplitFetcherManagerTest`, `spotless:check` and `checkstyle:check` 
pass.
