I'd like to take this if no one else is working on it. It's the runtime half of the declaration-time candidate validation in #1151. I'd follow the abstain direction from the issue: `ModelRoutingResolver.normalizeAndFinish` treats a non-candidate selection from a custom strategy the way `LlmJudgeRoutingExecutor` already treats a non-candidate verdict, falls back to the default model, and keeps the rejected name and reason in the decision metadata so it shows up in routing events. Strategy exceptions stay failures, and declaration errors keep failing at build time. The same normalization applies to fresh and replayed decisions against the current candidate set, with tests for both when candidates or the default change between runs. -- This is an automated message from the Apache Git Service.
