## What is the purpose of the change
The Changelog state backend does not support the `NO_CLAIM` restore mode,
but the "Upgrading existing jobs" section says resuming from savepoints and
checkpoints is supported without mentioning the claim mode. A Changelog-enabled
job resumed in the default `NO_CLAIM` mode restores successfully and then fails
its first checkpoint, because `AbstractChangelogStateBackend` does not override
`StateBackend#supportsNoClaimRestoreMode()` and
`StreamTask#checkForcedFullSnapshotSupport` rejects the forced full checkpoint.
## Brief change log
- "Enabling Changelog" steps now say to resume in `CLAIM` mode
- Added a warning describing the failure and how to set
`execution.state-recovery.claim-mode` / `-claimMode CLAIM`
- Fixed the stale `execution-savepoint-restore-mode` anchor in the
limitations list
- Same changes applied to the Chinese page
