A Flink Agents job that follows the stateful runbook in the Flink 2.2 Balanced Tasks Scheduling docs (FLIP-370): it waits for skew that persists across windows, applies TASKS through a real redeploy from a savepoint, checks the result against a baseline kept in memory (KEEP or REVERT), raises slot.request.max-interval step by step, and escalates to FLINK-38715 with the attempt history. Each job's memory is keyed state, and side effects run as durable actions with a reconciler, so killing the agent mid-redeploy does not send the redeploy twice.
