With job.savepoint-on-deletion enabled, a FlinkDeployment or
FlinkSessionJob whose savepoint can never succeed (e.g. the job is
restarting, or the JobManager is unreachable) failed every cleanup attempt.
For applications the operator did not delete the cluster in that mode, so
the finalizer was eventually removed without any cluster or HA metadata
cleanup.
