Review Comment:
Gone, and the timer manager had the identical pattern, which I had missed.
Both now assert they are populated once instead of clearing first.
`testRestoreReplacesLiveTimers` asserted replace semantics the new construction
cannot reach, so it is now `testRestoreRequiresAFreshManager`.
