## What is the purpose of the change
Replaces the open Dependabot PRs for the PyFlink docs lockfile with one
update. Supersedes #27853, #28143, #28203 and #29233.
## Brief change log
- Raise `requires-python` of the docs project to 3.10, which the fixed
urllib3, requests and soupsieve releases need
- pygments 2.21.0, idna 3.20, urllib3 2.8.0, requests 2.34.2 and soupsieve
2.10 in `flink-python/docs/uv.lock`
This only affects building the docs: PyFlink itself still supports 3.9, the
zh docs build in CI runs on 3.13, and the English build doesn't use this
lockfile. The lockfile is updated with uv 0.11.33 to keep revision 3, because
uv 0.12 bumps it to 5.
## Verifying this change
This change is already covered by existing tests: `make html` with `-W` and
`make zh` pass on Python 3.10, 3.12 and 3.13, and `uv lock --check` with the uv
0.7.20 from `lint-python.sh` accepts the lockfile.
