@yanand0909 @wenjin272 I'd like to carry #639 forward for 0.4.0 if neither of you is working on it. I'd rebase it onto main, keep @yanand0909's authorship, and address @weiqingy's lifecycle review points: close the `MCPServer` even when discovery finds nothing, with a test covering that case. I'd also move Python tool and prompt discovery from `agent_plan._add_mcp_server` to operator startup, registering through `ResourceCache` as discussed in #543. Dynamic refresh would stay under #458. Discovered-name checks, including the reserved `_subagent_` prefix, would move to startup too. If an MCP server is still unreachable after a bounded timeout when the operator opens, I'd fail startup with a clear error. @yanand0909, do you plan to reopen #639?
