Backport of 02c7c53 (#227), which went to `main` but not to `v3.4`. Since `ubuntu-latest` started moving to Ubuntu 26.04 with Docker 29.4.2, the weekly on `v3.4` stops at `flink-connector-jdbc-postgres`, whose container tests fail with `Could not find a valid Docker environment`, and skips every module after it: https://github.com/apache/flink-connector-jdbc/actions/runs/40147110871/job/121030695507 (Flink 1.20.5, weekly of 2026-10-25).
