Ran the full set on JDK 17, all green: EventTimeWindowCheckpointingITCase 36/36, LocalRecoveryITCase 9/9, EventTimeAllWindowCheckpointingITCase 4/4, ProcessingTimeWindowCheckpointingITCase 4/4. The CI badge above is stale. Azure 80461 on 176454b is run 20261024.2 and finished as succeeded at 17:27Z, so flinkbot reported the first attempt. I deleted setParallelism(1) and reran to check the new comment. Sums come out four times too high, 19800 against 4950, which is exactly PARALLELISM, so that line is load bearing and worth keeping.
