### What is changed Restores direct `PulsarAdmin` construction and admin configuration removed by FLINK-32938. Before retrying a Pulsar transaction commit during checkpoint recovery, the sink now checks the latest published message state through `PulsarAdmin`: - commits uncommitted transactions; - marks committed transactions as already committed; - reports aborted transactions as known failures; - retries transient admin-query failures.
