Thanks for @sangkyoonnam and @dianfu 's review. I add the support to `GMT+/-` format. While implementing this, I found a separate, pre-existing issue where to_pandas() changes the actual instant represented by TIMESTAMP_LTZ values in non-UTC time zones.
