## What is the purpose of the change Fix [FLINK-41196](https://issues.apache.org/jira/browse/FLINK-41196): PyFlink pandas conversions shift TIMESTAMP_LTZ instants in non-UTC session time zones. ## Brief change log - Decode internal timestamps as UTC before converting to the session time zone; encode timezone-aware values back to UTC. - Preserve timezone-naive input behavior and reuse the shared conversion helpers. - Add independent encode/decode, DataFrame conversion, and Pandas UDF regression tests, including DST transitions and nulls. ## Verifying this change 47 related tests passed against a freshly built Flink 2.5-SNAPSHOT, including fast/slow Arrow coders and batch/streaming Pandas UDFs. Both directional regression tests fail with the old implementation. Full Maven `clean verify` was not run. ## Does this pull request potentially affect one of the following parts: - Dependencies: no - Public API: no - Serializers: yes, pandas/Arrow TIMESTAMP_LTZ conversion semantics; no wire format change - Runtime per-record code paths: no; conversion operates on pandas batches - Deployment or recovery: no - S3 file system connector: no ## Documentation - New feature: no - Feature documentation: not applicable --- ##### Was generative AI tooling used to co-author this PR? - [X] Yes Generated-by: Codex (GPT-6) -- This is an automated message from the Apache Git Service.
