Thanks for this fix. We hit exactly this on 3.5.0 (incremental source, Postgres 17 on RDS, pgoutput): the job is RUNNING and checkpoints complete, but the stream offset never moves, the log shows `Received offset commit request on '...', but ignoring it. LSN flushing is not allowed yet`, `heartbeat.action.query` never runs, and `confirmed_flush_lsn` stays flat until the slot is invalidated. 3.5.0, 3.6.0 and 3.7.0 all still have the `hasCompletelyProcessedPosition()` guard in the idle branch of `processMessages`, so every release is affected.
