## What is the purpose of the change
Cherry-pick of #21285, which targeted release-1.15 (no longer built), to
release-1.20. Master and release-2.x have had the same fix since be6b313c470.
The Chinese page on 1.20 has no such link.
## Brief change log
- Point the link in `docs/content/docs/try-flink/local_installation.md` to
`docs/dev/datastream/operators/overview`
