[~nicholasjiang] We hit this on 1.20 too: advanceTime only releases partial
matches that are already in Pending, so a loop that times out before the next
event gets dropped. I have a small fix in NFA/NFACompiler that moves it into
Pending on timeout (it fixes FLINK-31044 as well); could you assign both items
to me so I can open a PR with tests?
