## Purpose of the change https://issues.apache.org/jira/browse/FLINK-41233 `-Dfast` has run the full japicmp comparison since FLINK-38048. ## Brief change log - Skip `com.github.siom79.japicmp` in the fast profile and drop the java11 jaxb dependencies ## Verifying this change `-Dfast clean verify` on flink-connector-jdbc: `parent_pom` writes a japicmp diff in all 10 jar modules, this branch skips all 11.
