## Purpose of the change https://issues.apache.org/jira/browse/FLINK-40630 Move flink-connector-parent to Apache parent 39, as Flink did in FLINK-40510, and release it as 3.0.0. ## Brief change log - Build the parent with Maven 3.9.16 in CI - Use Apache parent 39, keeping source and target authoritative as Flink does - Set the version to 3.0.0 ## Verifying this change Built flink-connector-kafka against this branch with Maven 3.9.16, in the default, java11-target, java17-target and release profiles on JDK 11 and 17: javac flags and bytecode match 2.0.0 and javadoc builds. The `javaVersion` approach from the Jira comment also works for Kafka, but `--release` can't be combined with the `--add-exports` the target profiles pass, so I'd do that as a follow-up. ## Impact and documentation Connectors adopting 3.0.0 must build and release with Maven 3.9.
