## What is the purpose of the change
Right now, after a savepoint suspend without HA, the operator keeps the
JobManager running for `jm-deployment.shutdown-ttl` (a day by default). If it
restarts in that time, it runs the job again as it was first deployed,
duplicating data while the resource still shows SUSPENDED. This PR deletes the
JobManager deployment on suspend when HA is disabled, like the stateless and
last-state suspends already do.
## Verifying this change
Extended an existing unit test to cover suspending with and without HA.
