In streaming mode, {{SetOperationFactory#failIfStreaming}} rejects {{union}},
{{intersect}}, {{intersectAll}}, {{minus}} and {{minusAll}}, although streaming
SQL runs {{UNION}}, {{INTERSECT}} and {{EXCEPT}} with the same plans. Lift the
check and also fix SQL serialization of {{minus}} in
{{SetQueryOperation#asSerializableString}} to render {{EXCEPT}}.
