## What is the purpose of the change?
When AdaptiveScheduler is enabled and a batch job is submitted, Flink
falls back to AdaptiveBatchScheduler which does not support rescaling.
However, the rescale column header and buttons were still displayed in
the job overview list for batch jobs.
## Brief change log
- Added `jobType` input to `JobOverviewListComponent`
- Pass `plan.type` from `JobOverviewComponent` to `JobOverviewListComponent`
- Conditionally render the rescale column and buttons only when
`jobType === 'STREAMING'`
## Verifying this change
Open a batch job in the Flink WebUI — the "Scale" column should not appear.
Open a streaming job with AdaptiveScheduler — the "Scale" column should
appear as before.
