Scope:
* Removes every variant null at every depth. Removing an array element shifts
later elements left.
* With include_arrays = FALSE, nulls inside arrays stay.
* A SQL NULL argument gives NULL.
* Table API and PyFlink expressions, SQL and Table API tests, docs.
