Scope:
* An array value is added as one nested element.
* A missing path is ignored. A target that is not an array fails, and
TRY_VARIANT_ARRAY_APPEND returns NULL instead.
* A SQL NULL argument gives NULL.
* Table API and PyFlink expressions, SQL and Table API tests, docs.
