### Search before asking - [x] I searched existing issues. #1311 addressed the JDK 21 continuation path; the remaining execution paths are covered here. ### Description Complete the implementation of `max-in-flight-input-records` for Java serial execution and Python execution on JDKs below 21. These paths currently skip the admission-limit check, while the continuation and parallel worker paths already enforce it. Each operator subtask should bound the number of admitted, unfinished input records, including records queued behind another input for the same key. At the limit, it should wait for a record to finish while continuing to process completion mail. Admission must preserve the incoming record's key after yielding. Add focused Java and Python coverage and update the configuration documentation.
