[FLINK-4856][state] Add MapState in KeyedState
1. Add `MapState` and `MapStateDescriptor`
2. Implementation of `MapState` in `HeapKeyedStateBackend` and
`RocksDBKeyedStateBackend`.
3. Add accessors to `MapState` in `RuntimeContext`
