This should go in the `flink-gelly` library. Perhaps under `components`?
I've been grouping algorithms based on
[NetworkX](https://networkx.readthedocs.io/en/stable/reference/algorithms.html).
It should implement `GraphAlgorithm` and use generic types where appropriate
(certainly for keys, and it looks like vertex values are unused and edge values
are `DoubleValue` similarities).
