The cause is IE cache control.
When Flink redirect using hadoop rm webproxy, due to *NoCacheFilter* the
response contain *"Pragma":"no-cache"* and *"Cache-Control":"no-cache"*
Due to this, IE will ignore loading of *eot* even if response is 200OK
