So we resolve this JIRA with LATER and add two JIRAs
1. Add {{SortedQueueState}}, which allows for efficient insertion, traversal in
order, and removal from the head
2. Update all OVER window {{ProcessFunction}} implementations to use the
{{SortedQueueState}}
Do you agree, [~sunjincheng121] and [~Yuhong_kyo]?
