That's right. Flink does not support fully sorted output, only sorted
partitions.
This is because we do not have an automatic range partitioning, only hash
partitioning.
For range partitioning you need to know your data quite well to produce
partitions with little data skew. A histogram of the partition attribute values
would help, but constructing this is a bit cumbersome and has not been
implemented yet.
