Stephan and I checked the new RPC service but merging the code is blocked since 
 we found lock contention issues due to job manager's poor state change 
handling. If we merge now (the faster RPC), the runtime will be slower.

Once the scheduler is reworked (I think this is currently happening), the new 
RPC service will be simply dropped-in, replacing the old one with no changes. 

What we need to do is simply wait for the reworks in the job manager/scheduler 
and re-test the RPC with the new changes in the job manager. At least that's 
what I had in mind. [~StephanEwen], are we on the same page or am I losing 
something?
