[FLINK-1257] Added TypeSerializerInput/OutputFormat
Added a binary input/output format which uses the types' TypeSerializer to
serialize/deserialize the objects to binary data.
You can merge this pull request into a Git repository by running:

Added InputTypeConfigurable to TypeSerializerOutputFormat to support a more
seamless integration.
