### Search before asking - [x] I searched in the [issues](https://github.com/apache/fluss/issues) and found nothing similar. ### Description Although we already set global failover for tiering service, but when tiering reader fails, the TieringEnumerator which is in JM won't failover. Then, it will cause: - TieringEnumerator generate 3 tiering splits, split1, split2, split3 - TieringReader finish split1, then failover - now, TieringEnumerator wil keep two split2, split3. - After failover, TieringReader start to finsh split2, split3. But since TieringReader is stateless, split1 is loss and the tiering for the table will never commit since split1 doesn't arrive To make the tiering job still stateless, TieringEnumerator should discard split2, split3 and mark it as fail. ### Willingness to contribute - [ ] I'm willing to submit a PR! -- This is an automated message from the Apache Git Service.
