Review Comment:
   The compression_level field in ArrowCompressionInfo is parsed and validated 
but never used when creating the IpcWriteOptions. While the PR description 
mentions this is deferred to a future PR, consider either removing the 
compression_level field entirely until it's needed, or adding a comment 
indicating it's reserved for future use. This would prevent confusion about 
whether the level is being applied.
