From the #3314 (partition mark-done) side, this PR looks quite helpful as a prerequisite.For mark-done, the parts that seem most relevant are the WatermarkExtractor / SimpleWatermarkExtractor and the writer-side propagation, which let the watermark reach the tiering commit side.
