This is neither a defect nor will it probably be enhanced. The problem with non
ascii characters is that it is unspecified how a PDF reader application should
encode the password to get the necessary encryption key. For example 'Ä' is one
byte 0xC4 assuming ISO8859-1 is used (like in most western locales) or it could
mean the two bytes 0xc384 if UTF-8 is used. Since it is unclear what encoding a
reader application will use to encode the password, only ASCII letters are
allowed by PDF export because ASCII is the same in every encoding.
