We need an extension blacklist, for instance for detecting extensions that
became incompatible and forgot to specify a max-version dependency.
Incompatible extensions not detected may heavily and badly impact OOo, for
example lead to crashes of OOo.
The blacklist must be taken into account whenever the Extension Manager
performs an extension dependency check (for example, upon first start of OOo
after an update of OOo)
