I guess a screen reader is the only AT you are interested here, and also the only AT you might be able to figure out (at least on Windows). An On Screen Keyboard is also AT, but you are probably not interested in that, and you will also not be able to detect it. On Windows, if the screen reader sets the appropriate flag somewhere, it's possible to figure out that a screen ready is running. I am not sure if this is possible on MAC or GNOME.
