Since you are consistently reproducing the second issue
"ClusterConfiguration service is not running", let's put it aside.
I've reproduced with the "fine" logs the first issue
"Region /_ConfigurationRegion has potentially stale data. It is waiting for
another member to recover the latest data."
with locators only, without servers.
The log files are:
20170608-host1-locator0.zip,
20170608-host2-locator0.zip.
And indeed, if the interval between locators start is more than 1-2 seconds,
the issue is not reproduced.
1) rm -rf {locator0,server1} on both servers
2) run ./start-locator.sh on host1, then on host2.
3) kill locator process first on host1, then on host2
kill [locator-PID]
4) run ./start-locator.sh; on host1, then on host2, the interval between
locators start shall be not more than 1 second!
5) see via gfsh that actually there are two clusters: "host1-locator" and
"host2-locator" instead of one cluster.
Let me also note that in the Gemfire 8.2.1 this issue is never reproducible.
