Based on community feedback, the proposed implementation is to add a --parallel
flag for both import and export that will turn on parallel mode (off by
default). When parallel mode is used, a new flag, --dir must be used instead of
the existing --file option (for parallel mode, --file will be ignored), which
will only be for non-parallel mode. In addition, --dir will be supported for
non-parallel mode (overriding any value put for --file).
