Summary: Moving a bucket during rebalancing does not update

When a bucket is moved from one member to another due to rebalancing, the
member that loses the bucket does not update overflow stats, specifically
numEntriesInVM and numOverflowOnDisk. The member that receives the bucket is
fine because it updates stats when the getInitialImage brings the data in for
the new bucket.
