Summary: Ensure backwards compatibility for gfsh commands

We need to add backwards compatibility tests for commands that can be run
during rolling upgrades.
Commands that could be useful during rolling upgrade are:
- list members
- rebalance
Proper error message should be thrown if a command cannot be run in mixed
versions of the servers.
