Add write-interceptor support to cache xsd after rolling its version. Latest
cache xsd is currently cache-1.0.xsd.
This requires changes to these classes in
org.apache.geode.internal.cache.xmlcache:
* CacheXmlGenerator
* CacheXmlParser
* RegionAttributesCreation
